From 1 June 2026, under Singapore’s Active Mobility Act, mobility scooter users must be medically certified via the completion of an Assessment for Mobility Scooter (AMS).
The AMS can be conducted by a Singapore-registered doctor, general practitioner, or occupational therapist. The assessment will examine if the prospective user has a medical need for mobility assistance, if this need is temporary or long term, and if the user requires a device that exceeds the prescribed dimension limits.

Do I Need an Assessment for Mobility Scooter?
You do NOT need an AMS if you belong to any of the following groups:
- Seniors aged 70 and above
- Beneficiaries of subsided mobility scooters from the Seniors’ Mobility and Enabling Fund (SMF) before 27 February 2026; or
- All existing and prospective beneficiaries of subsided mobility scooters from the Assistive Technology Fund (ATF); or
- Past and future applicants of the Ministry of Health (MOH) disability schemes, who have been assessed with Activities of Daily Living (ADL) needs in either ‘Mobility’ or ‘Transferring’ via the Functional Assessment Report (FAR) or Severe Disability Assessment (SDA)
AMS Required
If none of the above applies to you—for example, if you are purchasing a mobility scooter privately for the first time from an authorised vendor—you must complete an AMS before your purchase.

How To Apply
Step 1: Book your appointment
Book an appointment via the button below.
Under Type of Service, select “St Luke’s Community Clinic”, then choose “Assessment for Mobility Scooter” from the dropdown menu and submit the form.
Step 2: Attend a medical needs assessment
If you already have a valid medical record confirming your need for a mobility scooter, you will only need to undergo a mobility scooter competency assessment with an Occupational Therapist or a doctor.
Step 3: Completion of Certification of Medical Need form
Once completed, our team will submit a copy to the Land Transport Authority (LTA) on your behalf.
